(2)  It shall be illegal for any person to drill a perfectly in Idaho, which includes wells excepted less than sections 42-227 and 42-228, Idaho Code, without 1st complying with the provisions of the chapter. It shall be illegal for any person to abandon a very well in Idaho with out initially obtaining a driller’s license or obtaining a waiver
